HiCap Out-of-District Transfer Students

  • Evaluation Process for Students Identified in Their Previous School District

    If your student was identified for or received HiCap services in their previous school district before enrolling into Kent School District, they are considered a HiCap Transfer student.

    Students that were previously identified as Highly Capable in another district or state will be provided services through our cluster model, ACE or PEEP services, and will then be reviewed for services in the Odyssey (self-contained) program.

    The ÃÛÌÒÊÓƵapp Highly Capable team works with the parent and the school to gather information and determine the highly capable services that best match their academic needs.

    Step 1: Complete Kent School District Enrollment

    Enroll your student in the Kent School District and then contact your school or email the HiCap team at ÃÛÌÒÊÓƵappHiCap@kent.k12.wa.us.

    Step 2: Provide Required Documentation

    Provide all required documents to the HiCap team including:

    • HiCap identification letter or confirmation from your previous district that your student was identified for HiCap and was receiving services.
    • Standardized ability assessment scores used to identify student in previous district (examples: CogAT, NNAT, etc).
    • Current standardized achievement scores. This could be Smarter Balanced Assessment (SBA) scores, district diagnostic reading and math assessment scores, or report card grades.

    WAC 392-170-055 & WAC 392-170-075 permits districts to create identification criteria specific to the needs of the district’s most highly capable students.

    Step 3: Wait to Hear from Us

    A committee will review the submitted documentation to determine which HiCap service model best fits your student’s needs.

    • We will reach out to your student’s previous district to evaluate the HiCap services received and the program components and compare those to the service options in ÃÛÌÒÊÓƵapp.
    • We may request additional information about the student at this time.

    You may submit an appeal if you feel the placement decision was inaccurate. The appeals process and requirements will be attached to the decision letter.  

    You may also refer your student for expanded services during the annual HiCap identification cycle according to grade level.

Annual Identification Process for New Students

  • Students who are new to the Kent School District (ÃÛÌÒÊÓƵapp) and have not been previously identified for Highly Capable (HiCap) services in another district may enroll and participate in the annual Highly Capable (HiCap) identification process according to their grade level during the school year.

    Elementary

    • Kindergarten:
    • Grades 1, 3, & 4:
    • Grades 2, 5, & 6: All students in grades 2, 5, & 6 will be universally screened for HiCap services by completing the Cognitive Abilities Test (CogAT) online between February 1-28, 2023. If your student currently receives HiCap services in ÃÛÌÒÊÓƵapp, participation in the HiCap screening process will not result in the ending or removal from receiving services. If you would not like your student to be tested or considered for HiCap services, please complete the  by January 25, 2023.

    Secondary

    • Grades 7-11:
      • All referred students in grades 7-11 must submit a portfolio by March 31, 2023
